I'm not sure if it'd be a model for engineers and tech people in the Bay Area to follow, but as an engineer in the PNW I've always been a big fan of the union that represents engineers at many of Boeing's facilities: https://www.speea.org/Homepage/Affliations.html. Anecdotally, I heard it is part of the reason for some of the better work hours and benefits, including often being extra for any work over 40 hours per week.
